Computer utility in IT government was to accelerate work, simplify work, reduce use of paper and so on. But some misuse it to self entertain themselves like playing game, chatting, surfing the internet and listening to music! Obviously it's not tool sophistication that is really needed other than moral sophistication.

When scrap metal already finished, these opportunist go for the live cable which caused a lot of electrical supply disruption. In their theft attempt, no less that killed by electric shock.
